PCC dismisses allegation of “Starlight Tour”

The Public Complaints Commission has determined that no further investigation is warranted regarding an allegation that on Jan. 21 a Saskatoon Police Service officer took 19-year-old Drayton Bull to an isolated area near the city in minus-30 degree temperatures and left him to walk home, a common practise decades ago that resulted in the name “starlight tours.”  The matter was referred to the PCC. Reports and records obtained from the SPS confirmed no police vehicles were outside the city limits of Saskatoon during the date or time of the alleged incident. Witnesses stated that Bull had consumed several alcoholic beverages during that evening and appeared intoxicated. Bull acknowledged he recalled only parts of the incident, having blacked out for periods. The PCC is an independent authority appointed by the government to provide civilian oversight of complaints against municipal police in Saskatchewan.
